Allentown, PA – October 27, 2010 – PPL Energy Services is pleased to announce an initiative that will expand our capabilities throughout our operating region. Effective January 1, 2011, three of our contracting companies – H.T. Lyons (Lehigh Valley, PA), General Mechanical Systems (Albany, NY), and Westech International, Inc. (Fishkill, NY) – will combine resources and operate as a single entity.

The new organization will provide commercial, institutional, and industrial engineering, construction and maintenance services as H.T. Lyons, Inc. Westech has built a stellar reputation in the semi-conductor and technology markets and will operate as a specialty group within the organization.

Operating as a single entity will enable us to better share resources, personnel, and expertise to efficiently respond to market opportunities from eastern Pennsylvania through New Jersey and North to the New York Capital region. Each of these companies brings strengths to this initiative that will enable the consolidated group to offer enhanced services throughout our service territory.

H.T. Lyons is one of the largest mechanical contractors in Pennsylvania and currently operates throughout eastern Pennsylvania and New Jersey. Substantial design/build, service and major project experience has enabled H.T. Lyons to develop significant in-house estimating, engineering and project management resources that will immediately be available to support the New York operations.

Westech International, Inc. is located in Fishkill, NY and for many years has provided high quality mechanical and process services to support high-tech Fortune 500 companies, such as IBM. H.T.

On January 21, 2009, Governor Corzine signed legislation regarding Energy Savings Improvement Projects. The bill requires general contractors and energy service companies (also known as ESCO’s) performing public works activities under an energy savings improvement program, to be classified with the NJ Division of Property Management and Construction (DPMC). Therefore, the DPMC has added the ENERGY SERVICES (ESCO) class code (C036) to its listing of construction classification trades.

On September 20, 2010, H.T. Lyons submitted its application for classification as an ESCO. Included in the application was the identification of the current certifications, licenses and accreditations held by H.T. Lyons and its key personnel involved in Energy Services. H.T. Lyons also described some notable Energy Services projects that demonstrate comprehensive experience with this type of work. On September 27, 2010 H.T. Lyons received confirmation that we have been granted classification for the Energy Services trade.

Through this new energy savings legislation, school districts, higher education institutions, counties and municipalities, as well as State agencies, may now implement energy savings programs for its facilities. Energy audits are required to be performed by an independent “energy auditing” consultant prequalified by the DPMC. The energy audit will identify the current energy use of a building or facility and energy conservation measures that can be implemented in which the energy savings can be realized and maximized. Once an energy savings improvement plan is developed, verified and approved, it will be advertised by the organization or agency for bid to a DPMC classified ENERGY SERVICES Company or ESCO. The Energy Services Company, acting as a general contractor, will be responsible for overseeing the development, design and implementation of the energy services conservation measures chosen to improve the energy savings and efficiency of the facility.
